Interstate 20 in Louisiana,  Mile Marker LA84, near Monroe.

Mike reports; "I have seen state PD vehicles at Mile Markers 45,65 for the last three years ,also at MM 84, & 108. I travel I 20 weekly to TX.

Looks like the little town of Monroe has determined the value of the driver's dollar is worth more than public opinion of Monroe.  We see the game they are playing, increase revenue under the guise of a bear trap.
