Interstate 85 in North Carolina,  Mile Marker NC 157 eastbound at Buckhorn Road, Mebane NC.

This driver reports: "Many mornings (Mon-Fri) a black four-door unmarked Crown Vic sits at the top of the entrance ramp from Buckhorn Road (Exit 157) looking at eastbound traffic. There are faint white "speed lines" painted across the road as you approach the merge point of the entrance ramp."
