Interstate 25 in Colorado, Exit 103 near Pueblo, CO.

This Driver reports: "Mostly on the southbound lanes the fuzz always hangs out on an access road that connects route I 25 and a frontage road.  Not as many sittings during the the day.  Late night and early morning he/she likes to hang out and catch innocent speeders.  Be aware he/she is hard to spot.  Just start slowing down about a mile or two just before you hit Pueblo. "  Bears are creatures of habit.
