Interstate 5 in California, Exit 51 near Oceanside, CA.
This driver reports: "Going Northbound on the I-5 just south of SR-78. Motorcycle Bear on the shoulder, right hand side. Bear claimed to use LIDAR, although I saw him and did not see him hold any device to get my speed. Also, Radar (Valentine-1) did not go off, so it was not Ka as are most CHP." Bears are creatures of habit.
