Interstate 90 in New York, Mile Marker 25 near South Schenectady, NY.
This driver reports: "It's a smart laser trap on I 90 east bound. just after Schenectady Binghamton exit sign, east bound. cops hide w/ laser gun behind bridge underpass on right side." Bears are creatures of habit.
