Interstate 95 in Georgia, Mile Marker 106 near Port Wentworth, GA.
This driver reports: "They sit on the overpass (in the middle) and target drivers (mostly headed south). Multiple troopers await on the southbound onramp for pursuit after the troopers up top have clocked you. During holidays they are guaranteed to be there without fail." Bears are creatures of habit.
